From the post on Steampunk Tendancies on Facebook where this was posted it appears to be a customized mortorcycle. 

It does looks very art deco-ish and more like a work of art than a vehicle.

UNIQUE CREATION: MOTORCYCLE MADE OUT OF BALLOONS

At first glance, this might look like a typical motorcycle but if you look close you will see it is constructed from balloons!

It is a creation by Sam The Balloon Man, a Nashville, TN area balloon artist.
